Do you know if Wyndham hotel at Rosemont or Lisle/Napervile, Illinois charge and tax (apparently $14.5 or so) when you get the free room via BRG claim? Thanks.

Each property decides whether it will charge you tax or not - the legality of this on a free stay is questionable, but that doesn't prevent them from charging you it. Generally, if you reservation shows a $0.00 rate and an additional tax amount, then the hotel is notifying you that this amount will be collected. Call them to make sure.
